Breen says in promotional materials that his service would refer qualified #lawyers to legal consumers for free. Attorneys must pay $200 a year to subscribe and $75 a month for referrals in their areas of focus. They must submit five references and a legal writing sample, and disclose any disciplinary sanctions or malpractice judgments.
#lawyers who have been solicited by Breen said they were told he would keep any personal injury cases for himself.
Breen said only one Shelby #lawyer so far has signed up, and that it has yet to make any referral to clients of what he calls his “nascent endeavor.”
He said he didn’t know there was a Bullitt County bar association when he applied for the name with the Secretary of State, and that he would surrender it to Wantland’s group free of charge if it wants to formally register it.
Breen advertises the service through a web page that shows a picture of blindfolded Lady Justice and the logo, “Good Land, Good Living, Your #lawyers.” One of the ads shows a group of smiling African American children.
Riggs, a Shelbyville #lawyer, said brochures for the referral service were distributed in the Shelby Circuit Clerk’s office until he advised the clerk that it was a private venture.
Records kept by the secretary of state show that Richard Breen in 2013 incorporated a company called Floyds Fork Farm. Over the next two years, he obtained assumed names for it under the designations of the four county bar associations, as well as for #lawyer referral services under the name of each county.
In 2016, he amended the name of the original business to “Breen Law Offices PLLC.”
But when the advertising commission advised him in 2017 that only non-profit referral services could be approved under state Supreme Court rules, he amended the name again, to “Kentucky Nonprofit #lawyer Referral Service.”
Internal Revenue Service records show it was never registered as a nonprofit.
The Louisville Bar Association, which has operated the Kentucky #lawyer Referral Service for more than 30 years, said it is investigating the newer service based on the similarity in names.
“We are looking into it,” executive director Scott Furkin said.
Breen, 62, a former mayor of Glenview, was admitted to practice law in 1979. His son, Connor Breen, 34, who was licensed in 2016 and practices as an associate in his father’s Breckinridge Lane law office, is listed as the Shelby bar's executive director.
In an email, the elder Breen said he hopes to expand the referral service to “other counties in need.”
The 12th Circuit Bar Association, which includes #lawyers in Oldham and two other counties, in December adopted a resolution opposing the concept.

Its president, Matt Hudson, said in an interview that Breen’s scheme misleadingly suggests to clients that a group of local #lawyers is endorsing an attorney, which the circuit bar group has never done.
Wantland, president of the existing Bullitt bar association, said: “The use of the name ‘bar association’ implies to a layperson that the group is formed by #lawyers in some sort of mutual professional endeavor that exists to regulate and/or enhance the profession. “This ‘organization’ does nothing of the sort.”
Menurut isteri kepada pelakon Azad Jasmin, perancangan itu sebenarnya telah bermula hampir tiga tahun lalu, namun ia terpaksa ditangguhkan sementara selepas dia hamil anak ketiga.
Bagaimanapun kesungguhan syarikat pengurusannya, Positif Arts Entertainment yang turut menguruskan kerjaya seni beberapa artis popular di sana seperti Keris Patih, Wali Band dan Ayu Tinting, yang sanggup menunggunya, Eira tidak mahu bertangguh lagi.
“Ada ketika perasaan takut menguasai diri, bimbang ditipu dan dipermainkan. Bagaimanapun, saya sudah hampir tiga tahun bernaung di bawah syarikat itu.
"Mereka melayan saya dengan baik hingga sanggup menunggu hampir tiga tahun. Sepatutnya, saya berhijrah ke Jakarta selepas melahirkan anak kedua, tetapi saya hamil tanpa sedar, tidak lama kemudian," katanya kepada sebuah portal hiburan.
Jelas Eira, dia bakal merakamkan album di bawah label PT Nagaswara, namun terdahulu sebelum itu bakal muncul dengan single keduanya, Say, hasil ciptaan komposer Indonesia Endruu.
Tidak sekadar itu, Eira juga diberikan peluang untuk terus aktif dalam bidang lakonan apabila mendapat tawaran membintangi sinetron pada Ramadan ini.
Bakal memulakan kehidupan baharu di negara seberang itu dalam masa yang terdekat, Eira mengakui mendapat sokongan sepenuhnya daripada suami dan anak-anak yang turut bersamanya ke sana.
“Kalau diikutkan, saya hanya mahu duduk di rumah menjaga tiga cahaya mata, apatah saya baru saja melahirkan anak ketiga.
"Bagaimanapun, Azad memberi semangat untuk saya melebarkan sayap ke Jakarta. Alhamdulillah, rumah dan kenderaan disediakan untuk saya.
"Saya akan ke Jakarta, lusa untuk rakaman lagu single kedua, tetapi kembali semula selepas urusan kerja selesai dan membuat persiapan berpindah," kongsi Eira yang baru sahaja melancarkan produk kesihatan di bawah jenamanya, Seri Lady, pada Sabtu.
